USDA states the requirements are obligatory “to resolve inconsistency and uncertainty” within the natural pet meals market. The USDA admits that presently there are inconsistent interpretations of natural rules in pet meals comparable to “some pet meals producers are allowed to make use of slaughter by-products the place others should not.”
